I talked to my brother about this, his comment was, "to train the population to expect military exercises in their neighborhoods."

Previously, such exercises didn't happen in civilian neighborhoods - unless a major drug bust was going down,

Maybe the exercise was in preparation for any demonstrations that were planned for today...
