It looks like a College NROTC SEAL prep team. Virginia Tech had one also. They're usually made up of NROTC guys who want to go to BUD/S.

This site says they had actual SEALs involved in the startup of theirs. I don't think the one at VT did.

Virginia Tech had a "Ranger Company" also, for ROTC guys who wanted to do that. They did a "100 miles in a week" run every year before the UVA game.
