Were MACV-SOG members awarded Combat Jump Stars for HALO jumps across the fence?
Yes they were but not until 1995.

Was it 1995 because of classified ops? Or, like alot of things were their Combat Jump Stars over looked and forgotten because of the high operational commitments.
In MACV Advisory Team 70, we lost several men during and right after the 68 Tet Offensive (the NVA/VC lost big time!). Our Staff Advisor died of wounds received at Ben Cat when it was overrun at the start of Tet 68. So, many awards were lost and some came much later. Everyone was too busy kicking ass and trying to catch them as they ran for Cambodia!

The op was classified and it would have been near impossible to devise a cover story for the award unlike those that were done for SOG MOH citations.
They were awarded special combat HALO wings. At the time of the jumps HALO wings didn't exsist.
The 24 year (71-95) delay in SMG Billy Waugh's case was exceeded by the 32 year delay in his being awarded the Silver Star for action in 1968 that he received in 1999.

Awards other than CIB's and Purple Hearts were not that common in 67-69. Everyone seemed to be too busy to think about awards! Maybe they caught-up after PCS.

Can I add on to this?
How about the guys that went with the MIKE Forces to establish the border A camps? A lot of those were inserted by parachute.
