Special Operational Battalion
As a result of the defence review, the Hungarian Defence Forces is going to set up a special operational battalion, László Márkus, Deputy Leader of the defence minister’s office told Defence Mirror. The battalion with a 400-strong table of establishment is to be based upon the 34th Bercsényi László Reconnaissance Battalion. Its preparation is to start with that of the 3rd company in the spring of 2004. (The first company of the battalion had been offered to the staff of the NATO Response Force (NRF) - which is a rapidly deployable special force - as of 1st January 2001). According to the plans, the preparation of the 3rd company will have been finished by the end of 2005, whereas the entire battalion will reach its combat readiness by 2007-2008.
The special operational battalion will be prepared to fight non-conventional and anti-terrorist combat. The force possessing unique arms and equipment will be able to perform special recce tasks in the areas of operations as well as to carry out direct interventions. The US Special Forces are to help it in the preparation by providing the logistical background besides assistance in training and methodology. An officer and an NCO of the future unit have already received the “green beret training” in the USA. In addition to being the best prepared HDF battalion in this field capable of being deployed anytime, the unit will also be prepared to conduct training by itself. (This might occur for example on a NATO mission when it would be tasked with preparing the local police and the regular forces.) According to the present plans, the battalion is to come under the direct subordination of the HDF MoD Defence Staff. Insofar as the MPs in the National Assembly accept the legal modification, the government in power could deploy the unit abroad in its own sphere of authority. All other deployments abroad (EU, UN) must depend on the two-third majority decision of the National Assembly. In line with the constitution, the special operational battalion would be capable of being deployed inside Hungary in case an emergency situation is announced. (For instance, upon a large-scale terror attack).
By setting up the battalion, the HDF Special forces will be divided into three well-separated parts. Having a lot of experiences, the reconnaissance battalion of Eger will remain the base of the ’traditional’ reconnaissance activities, the legal successor of the current 1st Light Mixed Regiment (which is currently under transformation) will possess ’ranger capabilities’, while the new battalion will be the means of special operations and the anti-terrorist combat.
