Minimum Qualifications

1. Graduation from a federal or state immigration and customs or
border security training academy;
2. Four or more years of work experience as a U.S. Border Patrol
Officer, as an officer within the Bureau of Immigration and Customs
Enforcement, or as state law enforcement officer with principal
responsibilities for assisting federal officials with respect to
immigration or border security, at least at the GS-11 level or its
equivalent, including service as a field training officer;
3. Extensive knowledge of and experience in applying any four of
the following subject areas:

a. Immigration laws, regulations and operating procedures
b. Customs laws, regulations and operating procedures
c. Border security laws, regulations and operating
procedures
d. Examination and identification of fraudulent documents
e. Contemporary smuggling techniques and trends
f. Firearms
g. Unarmed self-defense techniques
h. Customs, immigration, or borders security training
curriculum development
i. Operations methods of a port of entry

4. Ability to effectively communicate , advise and train others in
border integrity principles, practices and operation including customs,
immigration or border security through a language assistant
5. Absence of any physical defect(s) or disease or psychological
condition that would render the individual unable to perform the
critical tasks to be performed by the position of Border Security
Advisor.

Preferred Qualifications

1. Two or more years first-line supervisory work experience as U.S.
Border Patrol Officer or as an officer within the Bureau of Immigration
and Customs
2. Inspectional experience gained working on the U.S.-Mexican
Border, or in other sea or air ports of entry.
3. Specialized training in the areas of:

a. Firearms
b. First aid
c. Motor vehicle operation in enforcement operations
d. Physical training
e. Physical arrest techniques
f. Fraudulent document detection
g. Smuggling operations
h. Contraband enforcement
i. Pre-Inspection rover operations
j. Highway immigration checkpoints

4. Comprehensive understand of port of entry regulatory and
enforcement operations

From sourcewatch: Civilian Police International is a joint venture between MPRI, AGS, Wackenhut and Kellogg Brown and Root that "was created specifically to bring new discipline, new efficiencies and new responsiveness to the IPTF program."

The United Nations' International Police Task Force was established in 1995 to carry out programs of police assistance in Bosnia and Herzegovina.

CPI was formed in January 2004 to handle a contract to support the State Department in international law enforcement and criminal justice programs. This initial contract was awarded in February of 2004 and was worth $1.6 billion.

CPI is a good company. They are teamed with MPRI for police services.

My comment was too vague. The question was actually in reference of why I was seeing this posted here for the first time vice in a PM.

It's just a small part of the bigger picture for the civpol businesses. This had been talked about in Afghanistan and was getting some serious floor time.

The qualifications are indiciative of what it takes to win a contract vs what it takes to get the job done, all but the paper work and operations level training is likely inappropriate and to involve those ill-prepared for realities in that region/mission/culture(s).

I have seen a similar post for TDY's on the intranet system at work. With a civillian announcement, obviously not a lot of takers. Not offered to our side of the fence.
