Well, BWO, that's a really tough call. All three are great, but for any of the three, it depends on whether you want performance or aesthetics.
For outright performance, you'll find those of HotWheels™ manufacture to the hands-down winner. For top-of-the-line aesthetics however, Matchbox™ are almost impossible to beat.
Maybe you could give us a technical report on both production runs after you've concluded play-testing them yourself, eh?

Impala= 90% out of service rate
Department is starting to replace our crown vics with the new Impalas. If you work in a area where the streets are in a poor condition the new Impalas could'nt be any worse for the job.
1)Impalas frame is made of aluminum and that means a minor fender bender can lead to your car needing a new frame. (my car has been in the shop 3 months waiting for a frame.)
Front tires are reported to sheer off also during high speed turns.
2)transmissions on the cars are going out at 5000 miles on quite a few cars.(Hwy bureau won't even use the impalas anymore)
3)Acceleration is okay on the low end but in the higher gears it doesnt come close to catching the crown vics.
4)side windows are constantly coming off of their tracks in the door frame and wont close fully or open right.
5)Impalas will bottom out on a ant hill.(I'm not joking)
6)If you over 6 ft tall good luck trying to squeeze into the front seat of the impalas. Back seat has plenty of leg room for the perps but who cares about them.(I think the designer of the interior was a liberal and member of the ACLU). If you have one of the new laptop computers it's even worse upfront.
Impalas might be cheaper then the crown vics but they make up the difference in increased down time at the shop. I MISS MY CROWN VIC.

Ours had LT-1 Corvette engines and would easily run 140+. Our crown vics had 5.0 or 4.6, cant remember, but would top out at around 118. As far as acceleration, the crown vics that we had never even had a chance. We did have quite a lot of transmission problems with the chevy's though. Won't deny that.

I purposely gave a flippant, B.S. answer to your question due to the fact that your other post re: Canadian LE opened you up for a fair amount of slagging. Hence I elected to accommodate <G>. One need look no further than the thread you originated on the FORNET/Canada board for evidence to support your credentials: http://www.specialoperations.com/ubboard/Forum127/HTML/000095.html .
Anyway, let's address the Impala: great vehicle IMO, but then my Impala experience is limited to the 1972 model. Very roomy, high-performance machine in those days, though it had a bottom-out prob even then. This has obviously gone unresolved. In all other considerations, the Impala is at best a mere shadow of its former self.
In my current local area, the City Of Onalaska (Texas) PD uses the Caprice; I have yet to hear any of that department's officers say anything but good about it. And yes, I've worked with every officer currently on that department on a professional basis.
The vehicle of choice with the other local agencies — in particular the Polk County SO — remains the Ford Crown Vic, which is probebly the definitive LE vehicle here in the US.
As a six-footer however, there is one commonly used LE traffic enforcement vehicle I'd have a serious complaint about: the Camaro. Every model of that one I've sat in left me sitting with the top of my skull scrunched against the overhead. Obviously a machine designed for the 5'8"-and-below mob! Comments anyone?

I also should clarify that I was referring to Caprice's and not Impalas.

I've got a take home Impala, and I'm very happy with it. I traded in a Crown Vic for it, and I don't miss the Vic at all. I'm 6-2, and I find the car comfortable. The trunk holds all my SWAT gear no problem, and I've chased an E-series Mercedes in it and hung in there. We've probably got twenty or so in our take home fleet here in LA, and no one that has one has any problems.
Knock on wood.

Radio Flyer XL.
Simple, robust, easy maintenance, and if it don't fit in the cargo compartment, you don't need it.

Here's a thought:
Make a bigger version of the PT Cruiser and use that for LE duties. I know, it's a Chrysler; but think how cool you'd look...
Blend in with the low riders. ;-)

We have an (one of only two that were made by Ford) experimental Crown Vic at my station. They did several things different with these two cars. I'll try to find the list of gadgets that they put on it and post it later. Overall though, it is an impressive vehicle.

Personally,I'd give the edge to my car.
It was built with the help of my buttler,Alfred. It has a Kevlar/Titanium shell forward/rear looking Infra-red raidar,Catapult cannons,GPS and internet access plus a whole bunch of goodies that are OPSEC.It's got a custum GE jet engine under the hood.
The only problem is that it has no back seat meaning I can't take suspects into custody.
So I just kick the crap out of them.
