It was a dark and stormy night on the Rio Grande.....wait.....wrong story.
One day the Patrol and the Mexicans decided to compete in a boat race on the Rio Grande. Both teams practiced long and hard to reach their peak performance. On the big day, when both teams felt as ready as they could be....the Mexicans won by a mile.
The Patrol team was very discouraged by the loss and morale sagged. Management searched for the reason for the crushing defeat. A "Reorganization Team" was established to investigate the problem and to recommend appropriate corrective action. Their conclusion: the problem was that the Mexican team had eight people rowing and one person steering. The Patrol team had one person rowing and eight people steering. The Patrol "Reorganization Team" hired a performance consultant, Sylvestre Reyes, who concluded that too many people were steering and not enough people were rowing.
To prevent losing to the Mexicans the next year, the Patrol's management structure was totally reorganized to four steering managers, three area steering managers, one area staff steering manager and a new training program for the person rowing the boat to give him incentive to row harder. "We must give him EMPOWERMENT AND ENRICHMENT. That ought to do it.
That year the Mexicans won by two miles.
Humiliated the Patrol team fired the rower for poor performance, contracted out all of the work, cancelled all expenditures for new equipment and training, gave a "High Performance" award to the "Reorganization Team" and distributed the money saved as bonuses and pay raises to the management team.
The rower was immediately hired by DEA.
