Anybody out there at a mid-size PD (300-500 officers) with a full time Team?

I'm putting together a proposal for our Admin. to make us full time and I'd like to compare notes with someone from a comparable dep.

Mobile Police Department, Tac. Roughly 525 officers overall, with a full-time Tactical Unit consisting of two squads (one squad a shift, rotating shifts). Shoot me an email and I'll put you in touch with the LT.

For tactical teams and tactical team members I highly recommend joining the NTOA. The resources the NTOA can provide are outstanding. The cost is nominal compared to the benefits. The Tactical Edge is the authoritative tactical periodical with extremely helpful and informative articles on everything SWAT. The online resources are excellent including the member boards which are restricted to members only. Watsy welcome to NTOA I have already seen you on the boards.

I thought I read somewhere (was it here?) that there are 15 full time tactical teams in the U.S. Can anybody name them?

Ive got:

Sierra 1 - I have not a clue about the rest, but there are a couple of more down here. That list may not include them due to population.

According to a NTOA survey of 2,027 agencies with fifty or more officers, 58% (1,176) had tactical units while 42% (851) did not. These included twenty-four full-time SWAT teams, 269 part-time teams, and thirteen teams including both full and part-time members. This information is, of course, cleaned from a survey and therefore is probably not exact.

Both Montgomery County PD and Prince George's County PD (MD) have full-time teams. MCPD's team is supplemented by decentralized SWAT officers who generally work patrol. The sheriff's offices of both counties also have teams, though I am unsure of their full or part-time status.

One thing to consider when discussing full-time units is the duty of SWAT personnel when not deployed. Some agencies have them in gang enforcement or crime suppression units which effectively perform tactical work on patrol. Emergency service units (more commonly seen in the northeast) are another example, performing both tactical and rescue missions.

Good info jnc, thanks. I guess in regards to this issue there are really 3 types of tactical teams; 1) Part time teams where the operators serve other functions (patrol, detective etc) and respond for tactical call-outs and training. 2) "Full time" teams that are dedicated tactical units that also serve various other functions such as crime supression (Ive got a buddy on Santa Monica CA PD ERT whose team functions like this), and 3)"Full time" teams (like LAPD SWAT and LASD SEB) that serve only a tactical function, ie call outs, high risk warrants, etc. I guess I was wondering which departments tactical units function "only" tactically. Probably only a handfull have the man power or need.

Could you please foward me any info you collect? I am in the process of doing the same thing with our Dept. We have 2700 sworn and a 31 member part time team. I am trying to collect as much ammo as possible before I go in front of the MAN.

I know a Captain at Nashville Metro PD that was the SWAT TL, he had some info regarding the cost of a full-time team actually REDUCES the claims against the Police Department.

Marine Sniper - Just a little FYI that may or may not be applicable. I know every year my previous employer tried to collect stats ect. to make SWAT justify thier existance because there was a big push to make them Part-Time.
The one thing they could never get around is the liability of once having a Full-Time team at the dept's beckon call, and then scaling them back to Part-Time. This brought up issues of What if?
If you still had the full time team the response time would have been quicker...
If you you still had the full time team everyone would have shown up to the call out....
If you still had the full time team there would have been less likely hood of lack of training issues in real time operations....

This is not to slam the part time guys, but it was used often with the mood of political correctness taking precidents over those "big bully SWAT Teams"

and yes we were designated Full-Time, but conducted Hazardous Warrant Service, Fugative Apprehension, Dignitary Protection, Instruction in SWAT Schools, Depart Academy and Re-Cycle Recruits, and UC Support for Narcotics while not performing actuall SWAT Functions.
