If someone from Recon or Force Recon transfered from the Marines to the Navy and went through BUD/S and became a S.E.A.L. would he have to attend all the military schools again(Ranger,SF,SERE,etc.) so it would go towards his so called "work up"?

Things like Ranger school, SERE etc. are universally accepted by SOF units. Meaning you don't have to attend such schools twice if you switch units, although in the case of SERE, there are several different schools/levels so you may go to more than one. A SEAL "work-up" refers more to the platoon level training a SEAL Platoon must complete before a deployment. Individual training like Ranger, Sniper, and others is not really considered part of a "work-up". Although a platoon may send one or more people to schools during a work--up it is really individual training.
