So the deal is my GF has three little dogs. Two jackapoos and one Pomeranian something or other. For the past 5 or so months we have been trying to get correct a barking issue.
Her next door neighbor who she shares a fence with has two German Sheppard’s. Whenever they are out together which seems to be happening more often then not they bark like crazy. And the jackapoos have a strong hunting instinct and will bark and try to kill squirrels. She has received a warning from the county about the dogs barking.
So far we have tried shock collars. These have proven effective only when they wear the collars and the collars were 70 dollars a piece and have stopped working after 2 months use. So that’s not very cost effective.
We have tried to spray them with bitter apple when they bark, that does not really work as they feed off of each other so they get each other worked up. We have also tried putting them in there crates for 15 min every time they bark. But this is not stopping them from barking really at all. We have been doing the crate penalty religiously for around a month now on the advice of a friend.
So I am really at a loss as to what to do next. I don’t want to have to keep them inside all the time as she has a big yard and they really enjoy running around in it. But we don’t want to pay fines either.
Any advice is very much appreciated as this is definitely ruing everyone’s happy place.

KW,
I have had good results training dogs by putting some coin in a tin can and shaking it when they are misbehaving. Low cost, field expediant, etc.
Good luck,
Kalbo

Talk to your vet (or call the "Dog Whisperer").
Shock collars don't often work for barkers.
...does not really work as they feed off of each other so they get each other worked up.
This is the root of the problem. When you become recognized as the pack leader they'll straighten up.

The vet suggested the shock collars after we went with there training service that was 200.00 each home visit. We had three and we stopped it was not really working. They se me as there pack leader but not the GF. Which is a problem since I am not there a lot of the time.
+100 on the god whisper that guy is amazing with animals I have been trying to watch his show but I just don’t have the same shhhtt ability he does with the dogs or whatever that noise he makes to get there attention is.

Cut hole in fence large enough for German Shepherds to fit through.
Allow small annoying dogs into yard.
Watch the melee.
Evolution wins again.

When we learned how to train our dog, the instructor mentioned a small amount of Lemon Juice on the tongue of the offending pup, followed by the words, "No Bark!" AND! You don't need to douse the animals tongue to get it to work. Most dogs don't like sour tastes. It worked on our Schipperke... go figure. Now she barks when there's a reason to bark.

Bark back.
I personaly don't condone this.A friend had a similar problem he took duct tape taped the dogs muzzle shut for 20 min. Then removed it when the dog barked he grab the tape and the dog stopped at the site of the tape.Cruel but effective, my parents used a collar that squirts citronella that worked well.I love dogs and barking can be tough to break good luck.
A friend had luck with a citronella collar - as long as the dogs are over 6 lbs:

I had a neighbor in the next building that would let their labs on their patio and leave them there. The poor things would bark for hours. I bought a device like this (http://www.ultimatebarkcontrol.com/) and it worked. Thank God the people eventually moved.

My dogs don't feel the need to bark because people are intimidated by their size and numbers....

Old dog musher tricks from a FNG (who used to be a dog musher).
Set the dog up in the situation where you know it is going to bark. As soon as it does, shock him and come out of the house like a madman. Be really aggressive -- but be careful you don't get bit.
Growl -- really growl -- in as deep a voice as you can manage something like "don't bark" and keep doing it as you descend on the dog. At the same time, have a couple of bells on a string, -- anything that makes a recognizable noise that is not that common in day to day life -- and make that noise the whole time.
When you reach the dog (careful not to get bit), flip it over on its back, get right down next to it, and growl just like you did before while ringing your bell (or whatever) -- bat it around (don't hit it, just kind of a push away to reenforce that you are pissed), and then walk away like you don't like the dog anymore -- until it barks again, then repeat above process. You "don't like your dog" for about 3 minutes -- not an all day thing.
Eventually, the dog will figure out that when it barks, it will get in trouble -- the alpha dog (you) is going to kick it's butt.
Sooner or later, because you have associated the bells with a "butt kicking," all you have to do is stick your hand out the door and ring the bells.
Important that you don't use a high voice -- in dog, it means, "I am excited about what you are doing -- you should get excited and do it more."
Also have to remember that sometimes they need to bark -- you just have to figure out when the appropriate time is and encourage those times.
Try to be really consistent too -- something is either O.K. or it is not -- dogs "see" everything as black and white.
Always worked for me, and I had 26 of the beasties at a time. Hope it helps.

That works awesome. It hurts the shit out of their ears. My buddy did that with his dog. It worked so well, after a while they would just say, "Do you want me to get the can" and that dog would sit down and behave. If only it would work on kids, lol.

first off.. what the hell is a Jackapoo? Jack Russle/Poodle?
secondly our little Poodle likes to bark too. we use some ointment that you use to keep people from biting their nails, that has worked wonders on him.
Other than that, dog obedience school...
Ohh do they have a wife whisperer too? Mine some times just doesnt seem to shut up!!!

Here's an interesting sideline to this. Some years ago my wife worked as a dog trainer. The fellow who had taught her, was hired by a local law enforcement agency to see why there had been so many burgleries in houses with dogs. He reenacted the crime scenes by stealing into the houses himself, at night. It turns out that none of the dogs barked at him. It seems that it is quite natural that when your dog barks at night, most people just yell "shut up" at the dog to quiet it down. After a while it becomes a learned behavior for the dog not to bark at night. As in most cases, its not training the dog, its training the owner.

Ankle biter dogs are the most annoying kanine possible, regardless of breed.
I have one. I only let her outside until she decides to open her yap. Then she comes inside. I let her do her business, then I bring her in.
You are responsible. Bring your dogs in when they bark. If you don't, it's your own damn fault.
If they are barking and you leave them outside, your problem.
It goes with the territory of owning annoying breeds. IMO

O H M Y G O S H!!!!!!
Our neighbor bought this "cute little puppy" about 6 months ago. They have now tired of it and leave it in the backyard. It is bored - so it barks. All freakin day, all freakin night. Whenever any one of us goes outside, when the moon comes up, when the wind blows.....you name it, it barks at it. It's been going on about 6 weeks now. Drives me insane.
We have about had it. We are wondering how they are going to handle our telling them of their nuisance dog. The peace and quiet of our home is now gone.
Freakin sucks
Nice point about the mortgage Matchanu. Nice point indeed.

A nice afternoon, case of beer, front porch, and a supersoaker water gun.
Your dogs bark at the neighbors, soak them
Your dogs bark at each other, soak them
Your dogs bark at someone coming into your yard, Treat them.
negative reinforcement for negative behavoir and positive for positive.

A subject near and dear to my heart and what you said is 110% of the truth. We have an asshole neighbor who leaves his dog outside all night, barks when a cricket does its thing, and it isn't jsut barking, it is aggresive show your teeth barking. The dog jumps on my fence like it is trying to get to me and has broken two slats already. I've talked to the neighbor twice, he said, 'I want my dog to bark, security. I said, no, it is upsetting me, my wife, and my son. He says your dog barks, I go whatever,(not a peep), and slams the door on my face. I see him a week later, I said could you do something about your dog barking, and he says, 'I want your dog to bark and annoy you'.
I'm an animal lover, so I've tried the humane things. Water, ultrasonic anti-barker, no dice.
The city of san diego sucks, they will only send a letter to the owner since I'm the only house directly adjacent to him. One note, after I complained about the dog I found a screw in my tire the next day. Not in the thread where it could've been plugged, but in the sidewall where the only option was a brand new tire. I couldn't prove it, but trust me I didn't forget about it. I'm contemplating legal action against him actually. I've got it all on videotape, pictures, etc. I'm building the case at this point. I'll be damned if I can't open the door into my backyard and get harassed. I can't say I blame the dog, I blame the owner 100%.

I should have clarified my post a bit better.
My intention was to assist the original poster Keganswar with his issue, as far as the problem with the neighbor dogs, I can't help much there other than echo what others have already said.
Sorry for the confusion.
