Is it me? Or are these Minnesotans getting taken for a ride?

I'm sure clean watter is scarse in Najaf... but (maybe I'm just a jaded prick who spent too much time down south in that part of Iraq) I can't help but think this is like a sit down with a Sheik taken to a whole new level.
"we need water" "we need schools" "we need electricity" "Oh, don't build it for us, just give us the money and we'll do it ourselves. We can create jobs that way."
I can just see some guy in Njaf writing a letter - "Sister City? Hmmmm... Hey Habibi take a look at this before I mail it."
