No, no, no.
Homer represents "America", its ideals, its practices and beliefs, its masses.
Ned (Homers neighbour to the NORTH)represents Canada, our fence-sitting ways, always trying to please everyone, never getting mad at anyone, being taken advantage of etc..

Hmmm...well, at least Ned has that Kick-Ass bar in the basement, and Maude had it hands down over Marge...although that doesn't really make up for the fact he's a total dip... If you gave Ned a French accent, and the ability to lie out of the side of his face, he'd be a ringer for our slack-jawed, anti-military Prime Minister. What charachter would Mexico be...Moe?
