1. ON 25 JUN 01 ARMED FORCES COUNCIL APPROVED A NEW RESERVE EMPLOYMENT FRAMEWORK. THE EMPLOYMENT FRAMEWORK REFLECTS AND SUPPORTS THE CONTEMPORARY NATURE OF RESERVE FORCE TRAINING AND EMPLOYMENT AND IS BASED ON THE PRINCIPLE THAT THE FUTURE EMPLOYMENT OF RESERVISTS WILL CONSIST OF TWO BROAD GROUPINGS
A. THOSE WITH TERMS AND CONDITIONS OF SERVICE REFLECTING A LIMITED LIABILITY TO SERVE,DESIGNATED LIMITED LIABILITY SERVICE (LLS)
B. THOSE WITH TERMS AND CONDITIONS REFLECTING A HIGHER LIABILITY TO SERVE, DESIGNATED AS UNLIMITED LIABILITY SERVICE (ULS). THIS HIGHER LEVEL OF LIABILITY REFLECTS TERMS AND CONDITIONS OF SERVICE SIMILAR TO REGULAR FORCE TERMS AND CONDITIONS AND IS INHERENT IN OPERATIONS
2. THE FRAMEWORK PROPOSALS WERE DEVELOPED THROUGH BROAD CONSULTATIONS WITH THE RESERVE COMMUNITY, WITH MEMBERS OF THE RFEP WORKING GROUP INCLUDING REPRESENTATIVES FROM L1 STAFFS, DGIMOSD, AND DGHS, AND WITH SENIOR ENVIRONMENTAL STAFFS AND THE CHIEF OF RESERVES AND CADETS
3. THE NEW EMPLOYMENT FRAMEWORK INCLUDES THE FOLLOWING KEY ELEMENTS
A. SUBJECT OT THE REGULATORY AMENDMENT PROCESS, THE CURRENT CLASSES OF RESERVE SERVICE AS DEFINED IN QR AND O 9.06 , 9.07 , AND 9.08 WILL CEASE TO EXIST 01 APR 02. CLASSES OF A, B, AND C SERVICE WILL BE REPLACED BY LIMITED LIABILITY SERVICE (LLS) AND UNLIMITED LIABILITY SERVICE (ULS)
B. LLS IS THE BASIC TYPE OF RESERVE SERVICE AND WILL APPLY TO THE VAST MAJORITY OF RESERVISTS, AND BOTH PART-TIME AND FULL-TIME SERVICE. UNDER CERTAIN CONDITIONS AS DESCRIBED IN THE NATIONAL DEFENCE ACT, A RESERVIST MAY, WITH OR WITHOUT CONSENT, BE ENGAGED FOR PERIODS OF ULS. AS A GENERAL PRINCIPLE, ULS WILL APPLY TO DUTY WHILE ON DOMESTIC OR INTERNATIONAL OPERATIONS
C. APPROPRIATE ENABLING REGULATIONS AND POLICIES WILL BE DEVELOPED IN THE NEXT PHASE OF PROJECT WORK. THE KINDS OF OPERATIONS SUBJECT TO ULS WILL ALSO BE REFINED IN THE NEXT PHASE OF POLICY DEVELOPMENT IN COLLABORATION WITH THE ECS S AND ENVIRONMENTAL STAFFS
D. THE DISTINCTION BETWEEN LLS AND ULS WILL FORM THE BASIS OF RESERVE RATES OF PAY. RESERVISTS ON LLS WILL RECEIVE RESERVE FORCE RATES OF PAY. RESERVISTS ON ULS WILL RECEIVE REGULAR FORCE RATES OF PAY, WITH APPROPRIATE ADJUSTMENTS MADE IN CERTAIN CIRCUMSTANCES FOR REGULAR FORCE EQUIVALENCIES
4. PENDING THE DEVELOPMENT AND PROMULGATION OF ENABLING POLICIES, THE FOLLOWING INTERIM POLICY ON CLASS C SERVICE SHALL APPLY RESERVISTS CURRENTLY SERVING ON CLASS C SHALL BE GRANDFATHERED TO THE END OF EXISTING CONTRACTS. EFFECTIVE IMMEDIATELY, ALL NEW CLASS C AGREEMENTS AND EXTENSIONS TO EXISTING AGREEMENTS SHALL TERMINATE NO LATER THAN 31 MAR 02, EXCEPT FOR RESERVISTS EMPLOYED IN CFRC S, WHOSE CLASS C SERVICE MUST TERMINATE NO LATER THAN 31 JUL 02
5. RFEP STAFF WILL FURTHER DEVELOP THE EMPLOYMENT POLICY FRAMEWORK AND MAKE RECOMMENDATIONS TO AFC BY 31 DEC 01. THE DEVELOPMENT AND CO-ORDINATION OF THE IMPLEMENTATION PLAN WILL BE UNDERTAKEN TO ACHIEVE A 1 APR 02 IMPLEMENTATION DATE. OTHER TASKS WILL BE COMPLETED BY 31 MAR 03
