$500 mil is not that much to pay to ensure that your population can never present a threat to your rule, lets face it, it is the nature of most governments to do anything to disarm their population, and do as much as possible to reduce freedoms, this nature needs to be balanced with clear laws and an armed population to ensure freedom.
