Position Summary: The incumbent functions as the Assistant Human Resources Officer (Assistant Chief) at the VA Ann Arbor Healthcare System; provides a full range of Recruitment and Placement, Employee Benefits, Position Management and Classification, Pay/Compensation Administrative, Employee and Labor Relations, Training and Development, OWCP, Processing and Records, and VetPro Credentialing services to all levels of management, employees and/or the general public. The range of responsibilities assigned to the incumbent in this position is greatly affected by the complexity and activity level of the VA Ann Arbor and its close working association with the co-located Office of the VISN 11 Director. The Assistant Chief is the first-level supervisor for the entire Human Resources Service staff with the exception of the Chief of Human Resources and the Secretary to the Chief. He/she may also look to the Chief of Human Resources for primary coaching/mentorship of any entry-level HR Specialist Trainees, or may be delegated responsibility for mentorship in collaboration with other seasoned, full-time level HR Specialists representing the various specialty areas. The Assistant Chief will provide general oversight to the highly technical work carried out under the expert purview of a Supervisory Human Resources Assistant in the Process and Records Section, but will allow the subordinate supervisor regular technical authority. One-year supervisory probationary period required.

Qualifications: GS-12 applicants must possess at least one year of specialized experience at the GS-11 level. For the GS-13 level, applicants must possess at least one year of specialized experience at the GS-12 level. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work. Note: Qualification Requirements are from the Qualification Standards Operating Manual for General Schedule Positions dated August 1994.

3. Ability to provide consultation to internal customers, to include assessing their needs, providing information or assistance, and resolving problems to meet their expectations.

4. Skill in interpersonal communications to collaborate with other HR professionals and supervisors, advise and brief management, and facilitate resolution of customer complaints and union disputes.
