From what I have read on the subject, ideally your cadence should be fairly consistent, no matter what pace you are running, the only variation being a higher cadence on the downhills and lower on the uphills, 180 being the ideal.

Since speed equals stride length x cadence, if your cadence remains constant, shortening or lengthening your stride would produce a slower or faster pace.
