A Quality Manager position has opened up at the Flight Training Organization I'm contracting to in Dammam, SA. I've listed the qualifications and roles and responsibilities below. The compensation is commensurate with the location and duties.

Quality Manager

Reports To: Chief Executive Officer
Authorized By: Chief Flight Instructor
Basic Function: Develop, implement, and maintain a customer oriented (internal & external customers) Corporate Safety, Security & Environmental Program.

Qualifications:

• Hold a bachelor’s degree from an accredited institution or equivalent experience.
• Be familiar with aviation document formats and submission process.
• Be extensively familiar with aviation safety programs.

Areas of Responsibility:

• Formulating an audit plan and programmed to comply with the GACA requirements as stated in GACAR - Flight Crew Licensing One (1).
• Prompting corrective action to remedy any deficiencies in Company’s Quality System.
• Assigning product and process audits and related duties to auditors.
• Monitoring the performance of auditors and carrying out periodic appraisals at least once per year.
• Assisting the CEO and HR in the recruitment and selection of auditors.
• Calling for and participating in management reviews of the Quality System as planned.
• Managing the quality feedback system so as to ensure that Department Heads are aware of and are actively addressing non-compliances and non-conformances and other quality issues.
• Reviewing and processing amendments to the expositions, operations and training manuals.
• Keeping exposition, operations and training manual amendment records and the master copies of each.
• Distributing the appropriate expositions, operations and training manuals to personnel on the distribution list.
• Securely storing all quality records including findings, audit reports, reviews and evaluations
• Ensuring that all records pertaining to various approvals are segregated and readily available for external audit.
• Assisting Department Heads with the preparation and updating standard practices and procedures derived from approved sources.
• Assessing sub-contractors for extension to the Quality System.
• Assessing external specialist services required to be used by Company.
• Training all staff in the quality system.
• Recording all training, experience and qualifications of auditors.
• Processing requests for the approval of nominated personnel and examiners.
• Establishing which Mandatory Occurrence Reports need to be submitted to the GACA.
• Correlating operational and technical aspects and any supplemental information required on Mandatory Occurrence Reports.
• Submitting Mandatory Occurrence Reports to the GACA.
• Maintaining a close liaison with the GACA and other bodies on matters affecting approvals and accreditations.
• Reporting any non-compliance, non-conformance or poor standards to the relevant manager/supervisor.
• Agreeing the time scale and corrective action to be completed with the responsible person.
• Verifying that corrective action has been carried out within the agreed time scale.
• Assessing suppliers of new and used components and materials for satisfactory product quality assurance in relation to the needs of the organization.
• Recording all training, experience and qualifications of aircraft maintenance staff and aircraft maintenance training personnel.
• Processing applications for concessions, exemptions and equivalent safety cases
