$600,000 Frog statue

Does anyone around Alexandria Virginia know if this has been approved? It's supposed to be placed at the entrance of some new Defence building.
I can't tell if they are saluting Frogs, Fairies or just bad taste.
If tax moneys are paying for this, we are in some pretty deep shit.

I'm unable to attach a link, but '600000 frog statue' will get several articles pertaining to this.
