BlueForce, Inc. is seeking former US Military Officers and Senior NCOs for a DOS Military Advisory Mission in Lilongwe, Malawi.

PROJECT: GPOI
POSITIONS: Team Leader/Senior PSO Staff Trainer/Senior PSO Soldier Skills Trainer/Senior SME-Logistics/Senior SME-Medical

The Global Peace Operations Initiative (GPOI) is a US Department of State (DOS) security assistance program focused on building international peacekeeping capacity worldwide in close collaboration with the US Department of Defense (DOD). Key objectives of the GPOI program supporting the Malawi Armed Forces (MDF):

- Build Self-Sufficient Peace Operations Training Capacity in Malawi
- Support the MDF's Development and Employment of Critical Enabling Capabilities
- Enhance the MDF's Operational Readiness and Sustainment Capabilities
- Strengthen the MDF's Rapid Deployment Capabilities
- Expand the Role of Women and Enhance Gender Integration


Candidates shall have a relevant blend of combat arms-operational skills, experience, and knowledge that will allow that individual to best support specific task order objectives and the goals of the GPOI Program.

1. TEAM LEADER (formerly known as on-site country manager)

MINIMUM QUALIFICATIONS
• Must be a US Citizen or authorized to work in the US or Third Country National (TCN)
• Must have completed a US or foreign equivalent Military Education Level 4 (Command and General Staff College)
• Minimum of fifteen (15) years military operations and training experience cumulative with directly related experience in overseas program operations.

PREFERRED QUALIFICATIONS
• Commanded a combat arms (armor, cavalry or infantry) at the battalion level in the U.S. or foreign military land forces that will allow that individual to best support the task order objectives and goals while mentoring the peacekeeping battalion leadership is preferred
• Bachelor’s degree is preferred
• Attainment of military grade of O-5 or higher
• Experience operating in areas with limited life support and in hardship conditions

2. SENIOR PSO STAFF TRAINER

MINIMUM QUALIFICATIONS
• Must be a US Citizen or authorized to work in the US or Third Country National (TCN)
• Minimum of a BA or BS Degree from an accredited institution
• Minimum of fifteen (15) cumulative years of experience in military operations to include combat arms battalion/brigade level staff or as a civilian trainer of military staff required
• Familiar with standard military training concepts, practices, and procedures

PREFERRED QUALIFICATIONS
• U.S. Military combat arms experience and knowledge or PSO experience at battalion level and possess the ability to fill the role of TL if required to best support the goals and tasks of the GPOI Program
• Experience operating in areas with limited life support and in hardship conditions
• Military Education Level 3 or 4 (Command and General Staff College or equivalent) preferred
• United Nations Peacekeeping Operations experience preferred

3. SENIOR PSO SOLDIER SKILLS TRAINER

MINIMUM QUALIFICATIONS
• Minimum of ten (10) years of U.S. or foreign military operations and training experience in a Combat Arms Specialty: armor, cavalry or infantry
• Directly related experience in overseas program operations focused on training local national military personnel and units
• Thorough understanding of and prepared to instruct human rights courses (to include gender respect, elimination of sexual exploitation, and child protection), as well as individual health maintenance, individual first aid, HIV/AIDS prevention, and an orientation in United Nations peacekeeping operations
• Military Education Level 3 or 4 (Command and General Staff College or NCOES equivalent)

PREFERRED QUALIFICATIONS
• Recent U.S. Military combat and/ or PSO experience at O-3 to O-5, E-8 or E-9 level
• A combination of training, experience, and/or education equivalent to completion of college course work leading to an advanced degree
• Experience operating in areas with limited life support and in hardship conditions
• U.S. Military combat arms experience and knowledge or PSO experience and possess the ability to fill the role of TL if required to best support the goals and tasks of the GPOI Program.

4. SENIOR SME - LOGISTICS

MINIMUM QUALIFICATIONS
• Must be a US Citizen or authorized to work in the US or Third Country National (TCN)
• Minimum of ten (10) years of logistics, transportation or quartermaster experience in the U.S. or foreign military equivalent
• Minimum of ten (10) cumulative years of U.S. military or civilian experience in their area of expertise and have directly related experience with standard military or civilian training concepts, practices, and procedures particular to their field of expertise

PREFERRED QUALIFICATIONS
• Previous service in a United Nations mission as either a battalion, sector or force logistics officer in the last five (5) years preferred
• Experience working in sub-Saharan Africa is preferred

5. SENIOR SME - MEDICAL

MINIMUM QUALIFICATIONS
• Minimum of ten (10) years U.S. or foreign military medical occupational specialty experience
• Minimum Emergency Medical Technician (Basic) qualification

PREFERRED QUALIFICATIONS
• Experience working in a trauma hospital or conducting triage operations during natural or manmade disaster preferred
• Experience working in sub-Saharan Africa is preferred

I did an ACOTA gig in Malawi in 2012 and it was pretty decent. There are far worse places in Africa to be...
