Dispute a Federal Award

Anyone ever done this? One of my primes did and won a claim to damages, however, an ongoing GAO audit has delayed any payments for almost a year and no sign of resolution even now.

Bigger deal right now is that an award was just made to a competitor of my firm, and in adjusted gross dollars, the winner can't even make NC minimum wage payments to cover the labor costs of the job! Is this a red flag worth pursuing with a protest? I guess they could be doing it on charity.
