SEAL poser with Navy Cross citation ?

Please verify is this man ever been a SEAL, and is this citation real?
I know the answer, But I had to ask. Info came from Ranger Regiment on FaceBook.

The only error that really gives it away as being fake is the use of "his self". Everyone knows Navy Cross citations use "his bad self" in the citation in place of "his self" which is reserved for lower awards.

Points awarded for originality. A lesser man would have found an actual citation online and used it as a template.

Notes to self:

(1) Found tag line for next book. Write "guaranteed a success rate of 100%" in next novel or fake citation.
(2) "arrest, apprehend, and terminate(d) their target Public Enemy Number 1" sounds really bad-ass.

Is it top secret or can someone who knows explain what "impervised a plan" means? Even Google couldn't find that term in the vast interwebs.
