JOB TITLE: Proposal Manager/Writer

JOB SUMMARY: This position will serve as a top level expert providing capture management leadership for strategic bid opportunities and will have primary responsibility for capture of and exploitation of GSA and similar MAC/GWAC IDIQ vehicles and schedules. He or she will work across the business units to identify potential work that could exploit these contract vehicles and work with the operational team to develop and win the opportunity. Develops strategies, coordinates corporate resources, build teams of sub contactors, assess competition, presents decision gate briefings to management. Key strategic functions in the role will be responsible for reviewing, assessing, coordinating winning proposals, preparing/submitting proposals, include technical writing, editing and ensuring resources required to pursue a bid, establishes any infrastructure required, processes, maintains focus on all team members. Will be responsible for maintaining existing vehicles, renewing expiring vehicles and capturing additional vehicles as needed. Capture Manager should be knowledgeable of all available vehicles and be able to develop appropriate business strategies for each vehicle.

PRINCIPAL DUTIES/RESPONSIBILITIES:
1. Develops strategies (i.e. win themes, management & technical solutions, teaming, pricing), coordinates corporate resources, builds teams of subcontractors, assesses competition, and presents decision gate briefings to executive management.
2. Manages proactively plans, supports and monitors BD activities within customer base.
3. Manages all activities involved in the full life cycle of the development and submission of large and medium-sized proposals, usually involving one or more groups/sections/sectors and/or subcontractors, including:.
• Developing proposal matrices – identifying tasks, assigning owners, and setting deadlines.
• Tailoring proposals to ensure compliance with requirements and responsiveness to customer’s needs.
• Developing written responses and re-writing/editing responses (as necessary) to demonstrate our competitive strengths and value propositions;
• Integrating the activities of subject matter experts (SME) in developing an organized approach to writing high-quality responses to RFIs and RFPs
• Directing the integration of supporting materials, such as graphics, illustrations, tables, charts, etc., to proposal design and content.
4. Thoroughly reviews RFP’s/RFQ’s/RTOP’s/RFI’s to develop effective Proposal Plans.
5. Responsible for the implementation of the capture/win strategies in technical proposals.
6. Will participate in special projects and color reviews of other bids as required.
7. Reviews and edits proposal inputs and coordinates with technical section writers to ensure accuracy and consistency with win themes.
8. Coordinates organization-wide resources to support proposal efforts.
9. Ensures proposal compliance with solicitation requirements.
10. Maintains current knowledge of relevant policies, procedures, and practices involved in proposal development and delivery.
11. Participates in special projects as required.

EDUCATION AND EXPERIENCE REQUIREMENTS:
1. Bachelor’s Degree in Business Administration, Marketing, or a related business discipline, or the equivalent combination of education, professional training or work experience.
2. Requires detailed understanding of government procurement process from both government and contractor prospective.
3. 5-8 years of experience managing proposal efforts in a government contracting environment, and leading marketing activities of an organization in a similar industry.
4. Experience in executing industry best practice capture processes.
5. Demonstrated track record of success in:
• Leading proposal teams in dynamic and demanding settings;
• Navigating the Government’s competitive acquisition process;
• Proposal resource planning and coordinated execution;
• RFP review and analysis, leading to effective response strategies;
• Interacting with senior-level managers, both within and external to the company;
• Proven successful win rate in proposal submissions.
6. Detailed understanding of US Government procurement process from both government and contractor prospective.
7. Expert level knowledge of the principles, methods, and techniques used in studying and analyzing system needs, systems development, systems process analysis, design, and re-engineering.
8. Experience in capture and exploitation of GSA, SeaPort-e and similar MAC contract vehicles.
9. High proficiency in Adobe programs, Microsoft Excel, Word, PowerPoint and Outlook.

SKILLS AND ABILITIES:
1. Comprehensive knowledge of the principles and practices of proposal development, including technical writing, editing and research.
2. Thorough knowledge of the organization’s products and services offerings, customer base, and marketplace.
3. Service-oriented attitude and ability to communicate and coordinate well with internal and external team members and clients.
4. Detail-oriented self-starter who can multi-task, manage workload, take accountability and deliver results to meet competing priorities in a fast-paced environment
5. Ability to work independently and lead cross-functional proposal efforts.
6. Excellent oral and written communications skills.
7. Extensive knowledge of contracting and acquisition in the Government Services market, DoD and DoS FMS & SAT acquisition preferred.
8. Hands on experience with business development, capture and proposal collaborative tools, such as GovWinIQ.
