RLTW license plate

I followed this vehicle coming home from work this evening.

The picture sucks, and I did my best to blow it up.

Edit to add: wheelchair symbol on the left, RLTW in the middle, and North Carolina’s standard Disabled Veterans symbol on the right.

DUBL007. They already have two “0”s on the plate, so what is doubled? Is it “double-0” 07 (0007) or “double-00” 7 (00007)?
