Basra, Iraq Contract

Who currently holds the WPS contract in Basra, Iraq? I searched the forums and checked fbo.gov and fpds.gov but the rumor mill is suggesting something I may not be aware of. I am just trying to confirm/discard information I have received to help out a couple veterans in need of work. Thanks for the help!

This is TO12 and it is out for-re compete. I don't know the real story with what is going on with Global down there, but I would expect a changing of t-shirts soon.

Possible ... yes. But we all know that incumbents usually have the edge when re-competes come up. Unless of course the incumbent royally screws the pooch on the contract. I have coms on a regular basis with guys on the ground there and, despite getting off to a shaky start, I don't think Global has stepped on their crank bad enough to leave a footprint.

Now Globals training provider .... that may be a different story

It isn't the guys on the ground that have screwed the pooch, it is corporate that has screwed things up royally.

Normally I don't like to engage in the rumor mill, but I have to ask. I was contacted about a position in Basrah. However, I have heard that there are some issues down there.

Hopefully someone here can provide some straight scoop. Is there any truth that the pay has been reduced and that personnel are paying Iraqi income tax? If anyone has insight on this I'm all ears.

Pay has been reduced because of Iraqi taxes and also Haz and Post pay are 30/30.

Does that mean that Global is paying the taxes directly? Are SOC personnel having to pay these taxes, if not, why not?

I am trying to figure out how this is happening on a DOS contract.....

No idea on SOC, but the Global guys are having to pay their own taxes. Global is not picking up the tab.

OK, this doesn't sound right about the taxes. If you are on a DoD or DoS contract in Iraq you still are tax exempt. Only commercial contracts should be paying Iraqi Income tax. And I am only aware of Basra Oil contracts hitting people up on the taxes thus far. The pay on TO-12 is lower in Basra just because that is the way it one written and won.

It is my understanding that the USG is not exercising the new option year with Global, but they are still allowing Global to participate in the re-bid (so how does that one wok out).

I don't know what to tell you, I am in Basra right now and Dyn is supposedly picking up the tab for Iraqi taxes. I have a bunch of friends that work for Global and they have told me that Global isn't going to pick up the tab.

I have one correction to make to a previous statement. Even though Haz and Post have declined, for the Global guys it didn't affect their pay. Only thing affecting their pay is the 8.5% Iraqi income tax.

I am in Basra and this is what I have been told to me from my bosses. It hasn't been taken out of my paycheck yet and I am not high enough on the food chain to have any idea on where this is coming from.
