I have seen this bounce around on a few different forums and the general consensus is that this guy is a serious poser who is in need of a beat down. Stolen Valor should be involved.

He is the only guy I have ever seen "posing" for his picture by turning his arms inwards so that you can see his rank.

People who have really earned that rank and those awards don't care about showing it off, smirking, etc...
